Why are you designing epic spells with a DC higher than 1? (I'd say 0, but some DMs, me included, definitely wouldnt allow that).

Because some DMs are under the impression that epic rules are balanced.
It's best not to alarm these guys by designing spells from the enslavement of cheese demons; all that means is that you won't get the cheese you wanted.
Instead, what you want to do is design a spell as powerful as you can get without making it 'too' far out. To this end, it's easier and better for you just to boost your spellcraft skill. Furthermore, the less you have to explain to the DM the better it is because a lot of DMs feel uncomfortable giving you an advantage they don't understand and more importantly because it's less likely to engender resentment from your teammates because you were able to fast-talk the DM into having a more powerful character.
It's one of the basic ideas behind powergaming. I'm surprised you asked.

Possible branch for this thread... make-up a familiar (improved mayhaps) that would gel with these bonuses.
Like a small-sized rope golem for the use rope bonus.
Pseudodragons really should probably give a spellcraft bonus (as all improved familiars should give some sort of bonus), or rather they make as much sense for it as any familiar could.

I've thought about houseruling that familiars gives the master a free Skill Focus skill in any skill the familiar is listed as having in the Monster Manual.

All familiars do, with the Aid Another action.
Other than that, I don't think anyone gets it. Get your DM to have a weasel do it (or other custom-familiar).
